this was 1. not created (nor ever even edited) by a logged-in user; 2.
does not appear to be spam or squatting but rather a misplaced
English-language article with real encyclopedic content
No, this is a nationalist spam (rather than a commercial one).
It also occurs on the French WP with nearly the same text(s) under different
articles.
