I try it later, and I found that: all Wikipedia project except Chinese Wikipedia can be access on my computer now, all Wiktionay project still can't be access on my computer. Because China is so big a country, the ban policy may vary from one place to another place. Some other Wikipedian had told me that they could access Chinese Wikipedia now. So far it is not clear whether Chinese Wikipedia is still blocked. It seems that the ban policy is a temporary one.
