Is paypal charging for transactions, or is it free since wikimedia is a
non-profit? If they are taking a cut of donations, I would like to
suggest we use another service which is made specifically for
non-profits that doesn't take a cut of donations, and is free of charge.

I guess it's that last part I didn't get. A "local Paypal account in
some countries". Did you mean to just say a "local bank account in some
countries"? That makes sense to me, given everything else that you've
said.
Maybe you're not quite understanding all about paypal. I think I can
easily have local bank accounts all over the world and then link them to
Paypal for transfers.
But anyhow, the main question is how hard it is for me to open a bank
account in Europe. There are no legal or tax barriers for me to do so,
let's assume, at least not on my end of the ocean. So, can someone find
a reputable bank for me with an English explanation of how to get an
account? Or something like that...
