I disagree entirely. My understanding of it was as follows: NPOV is a policy. Everything else is a suggestion, though some of them are more firmly suggested than others, and many of them have quite solid reasoning behind them.
Interesting opinion. You might want to actually take a look at http://www.wikipedia.org/wiki/Wikipedia:Policies_and_guidelines and read under the heading of "Generally accepted policies". NPOV is just one of those listed.
I wrote that section, but I think KQ has it right, and perhaps it should be rewitten. NPOV is official, enforceable, policy; and will become even moreso when the non-profit is formed, because you can't get non-profit status while supporting political advocacy. Everything else is consensus-based and generally accepted, but always open to revision.
