Did the US government produce this image? If so, it's public domain. Otherwise, probably not: just about everything in copyright in the US is in the Library of Congress, because of how copyright registration works.
wow. My first impression of any post-1900 artwork is "copyrighted." Where did you find it (commissioned by the Cuban government?).
