I think that case would not be so problematic, in my opinion (the 1st place
is the "real" winner). But like you say, the criteria used can be different,
and if we make that clear from the beginning, in the rules, etc., people
will have to accept that there would be, in fact, 2 different competitions,
with different results.

(to be clear: I wouldn't have a problem with either situation, since like
Nuno says, there are many factors. Even the exact criteria used by the jury
will differ on European level compared to for example the Portuguese jury).

Competition is in fact a problem. Maybe there could be 2 different groups.
Maybe the european jury could decide between the 1st ones from each country
(resulting in a overall winner - for each category), and they could also
decide between the rest (2nd and 5th place in each category, for example).
