It does look like its still working for us. Its always been the case that if you add a Category to an already created template, the pages with the template have to be touched (there's a bot for this) for the category to be applied. Maybe this is what is happening?

No, that's not the problem. It's probably a problem of namespace within the Hindi Wiktionary.
