One trick that works is by identifiing the URL that he uses as a SPAM page which it actually is and record it on *meta:Spam blacklist http://meta.wikimedia.org/wiki/Spam_blacklist*

I kind of gave up on the spam blacklist. It sounded like a great idea. But the urls I want to get on there apparently are not recognized as spam. The list is not meant for undesirable (to use a big euphemism) content. And oddly enough I was told that there are wikimedia projects who do use content from sites like goatse.cx.
But that is another topic. For now it would be nice that it became impossible for people to create user names and page names that cannot be processed (banned, deleted) afterwards. And it would be interesting to have a place where we can go with this kind of problems. I don't want to be bothering the wrong people. Maybe this mailing list is the right place to resolve this kind of thing?
