On the train this morning I started work on changing the remaining language files so we can use UTF-8 on all languages while retaining Latin-1 compatibility on the large Wikipedias until we finish converting them.
I'll try to finish it up this evening after work and see if we can get the wiktionaries back to their natural Unicode state.
I've checked in and installed the changes. It should be possible to convert the da, es, nl, and sv wiktionaries relatively quickly, while the wikipedias wait longer to switch into UTF-8 (on account of downtime needs etc).
