Best thing al wikipedia's can do is get your one local country domain and use it for promotion.of your wikipedia in that country.
I very much discourage this practice unless done under the auspices of the Wikipedia Foundation. It amounts to nothing more than a power play and I don't think it's in the spirit of international co-operation.
