In any case, the letter probably shouldn't state "you're OK if you do *this*" but rather "you're not OK if you don't do *this*".
Actually, I sort of misspoke. It'd be *better* if the Wikimedia Foundation came up with a set of simple, concrete steps which would allow for GFDL compliance.
But this is unlikely to happen for two reasons - the GFDL is not easy to comply with, and Wikipedia is set up in a way which makes GFDL compliance even more difficult.
Well, we do have some working guidelines here: http://en.wikipedia.org/wiki/Wikipedia:Copyrights#Users.27_rights_and_obliga...
Those are the ones usually used when determining the category in which to list Wikipedia mirrors and forks under http://en.wikipedia.org/wiki/Wikipedia:Mirrors_and_forks/GFDL_Compliance (and similarly to whom to send letters requesting compliance).
Whether these steps are precisely equivalent to following the GFDL is another matter, but they're something of a consensus opinion on what we'd like our downstream users to do. That is, if people follow those criteria, the vast majority of Wikimedians/Wikipedians will be satisfied, and the downstream user will get listed in the nice green-colored category.
