I think the success of this proposal depends on you being able to prove two things:
1) that Andalusian is different from Spanish to the extent that it isn't fully mutually-intelligible 2) that it is recognised as a language, either by the Andalusian Community Government, by ISO, by Ethnologue, or even by certain interest groups. This point is most important - I think the dialect vs language debate is basically about which languages are fixed and which aren't. Dialects generally don't tend to be standardised and recognised, whereas languages are. It's one think to attempt to construct a Wikipedia in a language that isn't recognised and that has no standard form, and another to write a Wikipedia in a minority language that actually has some backing. That the difference, for example, between proposals like, say, Ripurian, and Voro or Samogitian. While none of those are recognised by ISO and Ethnologue, Voro and Samogitian have standard forms, have publications in those languages, and have interest groups that promote the languages. Ripurian doesn't have any of those. Does Andalusian?
Unfortunately, there is still no proper Wikipedia article about the language, and no Ethnologue code. It is actually very difficult to get an ISO code without a language having an Ethnologue code. Ethnologue classifies it as a dialect.

Well we have to add that Andalusian derives as well from the dialects spoken in the mooslem Spain, those dialects derive from latin as well as old-leonés, ols-castilian etc....
