As noted earlier, this should be done under the name "Wikimedia Commons", and reside at commons.wikimedia.org, to allow for other content than just images, and to make it clear that that this is not just for Wikipedia, but for all Wikimedia projects.
I'd make a distinction here. Personally, I'd like to see Wikisource become (or continue to be) a collection of nicely presented public domain texts. "Wikimedia Commons" would then be a /repository/ of assorted PD/GFDL text and media. The Commons would be primarily for the use of other Wikimedia projects (though others would undoubtedly find it useful), whereas Wikisource would be intended for the "public".
I think the same distinction can be made here. It would be good to have a wiki of PD/GFDL images worthy *in their own right* of being sought. It would also be good to include diagrams, logos, and other images which don't warrant this distinction at the Commons. And, of course, overlap is no problem.
