There seems to be consensus on user requirements (rather than on solutions):
- First time visitors get an enticing content page (TBD: what language should this be?)
- Logged-in contributors get their favorite language site; after they choose it from their preferences page.
- English language shouldn't appear domineering.
- One URL (like www.wikipedia.org) for the organization itself, which explains the international wikis (with English as "just another language").
Yes, it's a good idea to separate the debate into the requirements and the implementation.
whether we have xx.wikipedia.org or www.wikipedia.org/xx/ is an implementation question. There apear to be pros and cons for both of these URL schemes.
I'm not really bothered what the URL scheme is, but I would like the English wikipedia's URL to be of the same form as the other languages.
