That's not going to happen. Rollback is a very useful tool and before it cam along fighting vandals was a difficult task. If you want to help fight vandals the easy way then become an Admin. Oh, and before Rollback there were far many more IPs that were blocked and the rollback is the only effective means to fight logged-in vandals.
