I think that there is enormous untapped potential in colleges and universities. With the proper amount of funding, it would be possible to convince schools to force their students to contribute their collective knowledge to wikibooks/wikipedia as part of their classwork or homework.
Besides the legal issues: Never force someone to contribute his (home-)work under a free license to Wikimedia projects. This will cause a lot of rejection like we had seen in a single case in German wikipedia where pupils "were forced" to contribute to Wikipedia. This caused a lot of trouble inside the community.
