If you're trying to download the English Wikipedia old dump, there's a known problem; now that the file has grown over 2 gigabytes, Apache refuses to deal with it. Until this is resolved you can grab it in two parts as described here: http://mail.wikipedia.org/pipermail/wikitech-l/2003-November/006959.html
