Not all the links to the main Wikipedia. Under the "Mirror - New Year 2004" you'll find the "English" link, that leads to a complete copy of the english wiki. The same for the other languages.
I recognize the format: they are HTML wikipedia archives made by myself, and linked at http://en.wikipedia.org/wiki/Wikipedia:Database_download . Someone either downloaded the archives and put them online, or downloaded the program itself and generated their own version.
