This is still a matter of tremendous community discussion on en:wp. See wikien-l recently. There's disagreement and discussion of (1) whether it's a good idea at all (2) whether it's workable if it is a good idea. All still ongoing.
(Personally I suspect it isn't needed - after the Essjay controversy, no editor of good faith is going to put a false claim on their user page. The community outrage makes it clear that that's something one *just doesn't do* - and that that was an implicit rule even if it wasn't an explicit one.)
