In order to create any new project or language we propose them on "Meta Wiki" ( Meta.wikimedia.org), a project that is used for coordination between all of the Wikimedia Foundation (WMF) wikis. When a wiki is proposed (on Meta) it allows everyone to discuss the pros and cons of the proposal and then the Language Committee (http://meta.wikimedia.org/wiki/Language_committee) makes a final decision and helps to create the new project.
