Thanks. I hope the problems discussed in this thread lead to the development of a more sophisticated range of tools for dealing with vandals. Both Erik's solutions (allow logged-in users from a banned IP, and automatically expire bans by default) sound good to me. Perhaps IPs whose bans have expired could be automatically moved to Wikipedia:IP_probation_watchlist or Wikipedia:Annoying users, and maybe flagged up in Recent Changes?
