Hmm... The nice thing about the user namespace is that it is clear that whatever's there is stuff put there by a single user. The scratch namespace would be open to all manner of nonsense from anyone, right?
Also, [[scratch:United Kingdom]] rather than [[United Kingdom/Temp]].
Why should either of these exist?
