I totally agree with this. Their webmaster and Edgar and whoever else is technically qualified is welcome to have developer access to the server.
What is not possible is to have a false unification that means that we point es.wikipedia.org at a different organization with no guarantee that they will do things in the wikipedia way. Doing so would cut off any possibility of the development of a true wikipedia community, and would set a bad precedent against true unification and harmony.
