First, "gem" is a generic code for Germanic languages, it is thus not a code to use for a specific language. IF we are going to include this language, you'll have to find another code for it. My proposal would be de-pn, but I'll gladly give my opinion for a better one.
Having said that, it would be good if we could get some indication showing that you are not the only one interested in setting up a Wikipedia in Pennsylvania German. Perhaps you could look for other interested people on the English village pump?
