From the wikipedians by arrival page
/In other words, we Wikipedians abhor the idea that the amount of time spent working on this website is any sort of indication of how well one can write an encyclopedia article. Indeed, we distinguish ourselves by our ability to write good articles, which is what /really/ matters. We ought to do our best to underemphasize seniority, which can be used, often illegitimately, as a way of deciding who to accord how much respect./
Very true and important to remind Ilya. I like your style :-)
However, this text is about value of a contributor as an editor, not as a sysop. Some people are very valuable as editors, but would be horrible sysops. Some people are good at being sysops, but hardly worth as editors (no, I won't give names. pov opinion :-)). Some are great as both. It takes many many little bits to make a good world.
Now, what was the pb about redirects ? I still have not understood your questions about international links and sandboxes. I would like to help.
Note that discussion about sysophood should be on that proper page on the english wiki. Redirection probably at the en.pump. International links question on the international mailing list. Russian sandbox on the russian list or russian wiki. Or perhaps on the main list if it is a wikiwide issue. And perhaps discussion about the text above on the english list since it is en.wiki specific.
Quite simple in the end :-)
