When the language committee is in favour of adding a new project, the localisation is very much part of the argument why a language is ready to go life. If you assert that others have to make the localisation available, I would argue that the order in which things are to be done is:
- Make the localisation available
- Make the new language available in its first project
as Jesse said, it's up to you to make sure the localisations are done. all i know is that someone asked for a new Wikipedia; no-one told me anything about language files. if you want the localisations merged first, ask someone to do that before you ask for the wiki to be created.
