An intriguing idea, Tim, but let me play devil's advocate for a second.
Suppose I put in an entry in [[special:generic terms]] called
[[England]]
That would create lots of useful links in pages on English history, British politics, etc etc
It would also create lots of irrelevant links to any article that uses the term "New England" in the title or that discusses any person who uses "England" as his/her surname.
If someone else now enters [[New England]] as a term in [[special:generic terms]] the software will be trying to flag the same word twice. Which one gets priority?
