To summarize: local bank transaction to upload money to national Paypal account, Paypal to ship money over the ocean. Maybe Germany would be a good starter for a second Paypal account, lots of German wikipedians to give it a go, then we can try if a bank transfer from say the Netherlands to Germany is affordable (new EU rules will make it cheaper) and easy to do.
And we could have a side benefit of having a bit of friendly competition between PayPal accounts. ;)
Starting with Germany is a good idea; we can then move down the line based on the size of each Wikipedia version and place the PayPal account in the primary nation most users/readers of that language live in. PayPal accounts in Australia and the UK would also be good ideas. But we can add more as time goes on.
