As I said, don't blame me for flaws in HTMLDOC ;-) AFAIK, HTMLDOC is still the best out there, sadly.

Should GFDL be appended in a new page? What about giving a list link to the history?
I've chaged: * New title page * TOC page * Articles and GFDL now start on new pages * There's now a "source information" page, summarizing pages, links to pages, and links to page history.
Note that some of the described HTMLDOC "magical comments" work with quirks, or not at all. Specifying layout is thus rather cumbersome.
