Just a quick note that the current test implementation uses the language settings of the user's browser to make the initial choice - browsers send a list of languages they are prepared to accept, so a correctly configured Taiwanese browser (for instance) would request 'zh-tw', with a fall back of 'zh' (meaning 'any kind of Chinese'). I don't know what proportion of browsers would be 'correctly' configured to match their users preferences, but this is theoretically the 'right' way to do this.
For logged in users, this option could further be overridden by their preferences - be those processed on the server, via cookies, in javascript, or whatever.
