The mailing list for the english wikipedia is http://lists.wikimedia.org/mailman/listinfo/wikien-l. Either way, the archives are public and subscription is open, so it is easy for anyone to read or participate in the discussions.

So, Meta (http://meta.wikimedia.org/) is more comparable to this list then English Wikipedia. But, present situation is such that the list is more often used for general talk and Meta for collaborative development of ideas.

Going by "common sense" may be a default option but there are often

here that would clearly be appropriate for being discussed at some of

pages above. I am not of course saying that they should not be discussed here. I am merely asking what is the general view on this. If this was discussed, please kindly point to the thread. If the guideline or an
essay
on this have been written and posted, I would appreciate the link.
