I think it says it's obsolete only because the system for updating interface files has changed. However, for a new Wikipedia, it should still be able to use the localisation file from there. And it is possible to continue translating that file, even though the tag asays it's obsolete.
It would be great to get this Wikipedia up and running as soon as possible!

I remember looking for a romany wp, since it's an official minority language in Sweden, and was surprised I didn't find any. I support this suggestion wholeheartedly, even if I can't contribute in the language.
