In fact, your Wikipedia is the first Wikipedia I have been negative towards. I have supported the creation of basically all other requested Wikipedias... ask anyone on the list. Regardless of whether or not you're looking for my approval, in this case you have certainly overstepped the bounds of what is OK by calling this person names in such a way. Even Phroziac, who initially supported you, seems to have withdrawn his support when he realised how you acted.
writing system is to prevent errors with the same articles in 16 different writing systems. Everyone is free to comment or suggest changes, but he doesn't reply to messages or anything! IMO that's strange yes!
Again, it's a test Wikipedia. Nobody is required to respond to messages. You might also see what he did at [[Requests for new languages]].
