Minha impressão geral: a avaliação é completamente contraditória.
O revisor C levanta uma série de perguntas que apenas justificam a
necessidade de uma apresentação como esta.
O revisor D não levanta nenhum ponto relevante, apenas colcando sua
opinião pessoal - bem desinformada por sinal - sem citar qualquer base
para ela, e a apresenta retoricamente como motivo para evitar o debate
sobre o tema, numa demonstração irracional de medo.
Everton, recomendo que você responda à WMF dando reply no e-mail e
copiando esta lista, incluindo minhas críticas acima.
Reforce que foi *recomendado pela WMF* [1] colocar o assunto em
discussão na Wikimania, e sem este painel de debate será muito difícil
fazê-lo.
[1] em conversa minha com o Cary Bass, respnosável da WMF por relações
com a comunidade.
Peça reconsideração, e diga que você tem autorização da apresentação
brasileira aceita - a minha - para substituí-la por essa caso não haja
mais espaço no evento.
Talvez seja uma boa iniciar uma página no meta, ao estilo da que criei
sobre a conversa com o comitê de capítulos, mas dentro do mutirão
Wikimania.

There are several points/questions which, in my opinion, should be
elaborated:
1. In certain countries the incorporation as a non-profit organization (or
any kind of incorporation) is a good (and legitimate) way to avoid personal
legal threats. The incorporation creates an artificial entity which bears
the responsibility for legal problems, rather than having each and every
member of the group bear the responsibility individually. Why is Brazil be
different in this sense?
2. Brazil is a federated country. Does the incorporation statutes and terms
differ from one state to another? Is it better, for example, to be
incorporated in RJ than in SP? Furthermore, has there been any suggestion to
form sub-national chapters in Brazil?
3. The problem of misusing the NGO/NPO system is known from other countries
too. Nevertheless, certain NGOs/NPOs are known to be trusted. Has the
situation in Brazil deteriorated to the extent that the very title "NGO"
harms the group's reputation?
4. You say you had some connection with governmental bodies. Didn't they
expect you to be officially incorporated before cooperating with them?
5. Last but not least - please elaborate about the relations between the
pt-wp and Mutirões/WikiBrasil. Are most pt-Wikipedians come from Brazil or
is there an equal number of non-Brazilian Lusophones? Are pt-Wikipedians
come from specific places in Brazil or from all across the country? Are all
initiators of WikiBrasil pt-Wikipedians, or are there non-Wikipedians with
experience in like-minded organiziations as well?

This is a tricky presentation... afaik, Wikimedia Brasil is not a chapter
anymore because the new bylaws (about it not being legally registered) have
not been approved and probably will not be. I'm not sure that a
presentation with this focus would be a good idea. However, this
presentation *could* be changed to describe how a group of people in Brasil
are performing outreach projects *like* a chapter under the name WikiBrasil.
I don't think it would be a good idea to open up the "A local chapter that
is not a legal entity" can of worms.
