No, the board has never discussed this and ever decided one way or another. However, I did discussed the topic several times in the past weeks First after Gerard mentionned the current issue occuring in wiktionary on wikitech. My proposition is not a board proposition, it is just an Anthere proposition. I do not consider it a board issue. The most the board itself could do is to say all projects are part of a global project, and I doubt Angela or Jimbo would disagree on this. It is a fact. No project superseed the other, they complete each other. As such, I think the links are not "external" in the sense we currently give to external.
