No, the board has never discussed this and ever decided one way or another.
However, I did discussed the topic several times in the past weeks
First after Gerard mentionned the current issue occuring in wiktionary
on wikitech.
Second because of the recipe issue on en.wikipedia (please, see my
proposal here :

Third because I put a tech feature request on bugzilla on the matter :

Fourth because I discussed it with you (Waerth, Gerard and you) a few
days ago
Fifth because I discussed the feasibility of linkage with Hashar.
My proposition is not a board proposition, it is just an Anthere
proposition.
I do not consider it a board issue.
The most the board itself could do is to say all projects are part of a
global project, and I doubt Angela or Jimbo would disagree on this. It
is a fact. No project superseed the other, they complete each other.
As such, I think the links are not "external" in the sense we currently
give to external.
I think they are "external-internalized" :-)
