As a IP is impossible (at least for me) and before someone complain: Yes, I'm sure my IP is identified as been Portuguese.
Wikimedia Commons offers anonymous users the possibility to see the site in their (guessed) language AFAIK. I'm sure it's not rocket science to port that to meta if necessary.
Perhaps you should log a bug on that?
