You can't stop them ... raw html or JS that does a document.write
isn't going to hit the SBL, these aren't external links.
It can be added to $wgRegex.
They can easy overcome it, a simple concatenation is enough. But
hopefully they will think twice about it if they se it has been blocked?
Specially if instead of "you can't insert google-analytics" or "you
can't insert urchinTracker()" they receive a message like "Using google
analytics goes against the WMF privacy policy. No, you are NOT allowed
to add it. If you're still in doubt ask in foundation-l first"
