Dear Wikimedia friends,
Our path towards an open digital society can only be achieved through open
software solutions. This is why the Wikimedia Deutschland Supervisory Board
adopted a governance reform at our meeting on 9 April and asked Franziska
Heine <https://meta.wikimedia.org/wiki/User:Franziska_Heine_(WMDE)>, our
current head of software development, and Christian Humborg
<https://meta.wikimedia.org/wiki/User:Christian_Humborg_(WMDE)>, our
current executive director, to jointly take on the leadership of Wikimedia
Deutschland starting 1 August. Franziska will be the first female ED in the
history of Wikimedia Deutschland and Wikimedia Deutschland might be the
first Wikimedia chapter with a dual leadership.
We believe that our decision to introduce a dual leadership is very much in
line with the sentiment of the Wikimedia communities that accessible and
attractive software is and will always be essential for all current and
future Wikimedia projects. Having two co-EDs lends equal weight to
requirements of the community and the resulting software solutions.
Together with the rest of the Supervisory Board, I am very much looking
forward to continuing to work with Franziska and Christian as our new dual
leadership. I would like to take this opportunity to thank Franziska and
Christian for their work on our new governance structure and especially
Christian for convincing us of this path forward.

Hi everyone,
The Wikimedia Foundation Board of Trustees met between March 23-24 for our
first in-person meeting in over two years. It was an opportunity to welcome
our new CEO and several new trustees who have recently joined the Board.
Further updates from the meeting will be shared soon, I am writing now to
report on resolutions that the Board made regarding the upcoming 2022
elections:

We resolved to adopt recommendations related to the elections process

These recommendations have been developed as a result of feedback
from the community

The third workshop on the topic of "Writing Pywikibot scripts" is coming up
- it will take place on Friday, April 29th at 16:00 UTC. You can find more

This workshop will introduce participants to writing basic scripts via the
Pywikibot framework. We will be focusing on examples of scripts that
participants have requested to cover in the workshop (e.g., finding and
replacing content, archiving discussions, etc.). You can add your ideas to
the ongoing discussion in the etherpad doc linked from the workshops page. If
you missed attending the previous two workshops, going through the workshop
materials beforehand would be beneficial.

We would like to share with you the latest update on the planning of the
Wikimedia Summit 2022.
The application process for on-site participation is now closed
We thank you for your responsiveness despite the short timeline. We
received over 130 applications and collected valuable data on movement
strategy engagement in the affiliates. All applicants who completed the
form and answered all questions should have received a confirmation email
earlier today. If you completed your application on time and yet did not
receive a confirmation, please send an email to wmsummit(a)wikimedia.de.
The final invitation list for on-site participants will be shared in the
second week of May
Each application will be thoroughly reviewed and the final invitation list
will be published in the second week of May on our meta page

The registration process for on-site participation is therefore postponed
and will start after the final invitation list has been published.
We are extending online participation
Based on the feedback we received, we decided to extend online
participation to allow for more inclusion and equity.

Some sessions will be streamed publicly to ensure a certain level of
transparency and flow of information.

Workshops will be open for registered participants from eligible
affiliates and other eligible attendees (WMF, committees, etc., details
tbc).

Each eligible affiliate will be allocated a total of 3 seats for
participation for both on-site and online participation. This includes the
affiliate’s representatives and Executive Directors. That means:

If an affiliate doesn’t have in-person representation at all, 3
online slots for participation will be provided.
-
If an affiliate has 1 in-person representative attending, the
affiliate gets 2 additional online slots for participation.
-
If an affiliate has 2 in-person representatives (the Executive
Director), the affiliate gets 1 additional online slot.

Through these office hours, we aim to make ourselves available to answer
research related questions that you as Wikimedia volunteer editors,
organizers, affiliates, staff, and researchers face in your projects and
initiatives. Here are some example cases we hope to be able to support you
with:

You have a specific research related question that you suspect you
should be able to answer with the publicly available data and you don’t
know how to find an answer for it, or you just need some more help with it.
For example, how can I compute the ratio of anonymous to registered editors
in my wiki?

You run into repetitive or very manual work as part of your Wikimedia
contributions and you wish to find out if there are ways to use machines to
improve your workflows. These types of conversations can sometimes be
harder to find an answer for during an office hour. However, discussing
them can help us understand your challenges better and we may find ways to
work with each other to support you in addressing it in the future.

You want to learn what the Research team at the Wikimedia Foundation
does and how we can potentially support you. Specifically for affiliates:
if you are interested in building relationships with the academic
institutions in your country, we would love to talk with you and learn
more. We have a series of programs that aim to expand the network of
Wikimedia researchers globally and we would love to collaborate with those
of you interested more closely in this space.

Yesterday I was on a conference call that included several Nigerian
Wikipedians, I was surprised at how much of their problems editing
Wikipedia were over blocks.
The English language Wikipedia doesn't have an overall problem with editing
numbers, nearly eight years on, editing volumes are still clearly above the
2014 minima. But we do have huge geographic skews and in particular we
badly underrepresent the English speaking parts of Africa in our community
and in our Projects. I don't know if other languages have similar issues,
but it would not surprise me.
I get that lowering our guard overall against IP vandals would increase the
workload of those who'd rather be improving Wikipedia than clearing up
after vandals. But there are a couple of things that could fairly easily
be done if we want a more global community.
Firstly, unblock IPs that geolocate to countries where we lack
contributors.Yes we will get more vandalism in those countries, but far far
less than if we also unblocked all IPs in countries where we have lots of
editors.
Secondly, implement "smart blocking", especially with range bocks. Yes
there will still be lots of collateral damage where someone in the same
range has the same sort of device/, O/S etc as the person who did the edit
that prompted the block. But anyone in the same range who uses a different
type of hardware operating system etc would not be caught by a smart block.
Thirdly, especially if we can't do the first two, be more liberal with IP
block exemption for accounts in countries where we lack editors and have
problems with a limited number of often blocked IPs.
