Hi all,
last year a system was set up to do some website stats for the participating countries centrally, Piwik.
I was wondering, is there still an interest for this, is someone still managing this? (the problem arises when the first answer is Yes and the second is No :P ).
I transferred the piwik ID's to https://commons.wikimedia.org/wiki/Commons:Wiki_Loves_Monuments_2013/Progres... , only countries that participated last year have such ID's currently.

Well.. I don't know if central piwiki system for external wikis is legal in all jurisdicitons, especially in EU as it means transfering personal data to third party abroad. At least - pages using such external piwiki instalation should warn their user that their IP, date of access to webesite and browers user-strng is about to be recorded by third party... It also apply to the website which decided to use google analytics or any other such a system not installed on local server.

Your local legislation may vary, but in my humble non-lawyer opinion, transfering to another EU country is fine. I expect that all local laws came from the same european law being “roughly” equivalent, in Spain the relevant law (LO 15/1999) says:
33.1 No transfer of personal data may be performed with destination to countries not providing a protection level equivalent to the one provided by this law unless (...)
34 Exceptions: (...) k) When the destination of the transfer is a state member of the EU or a state about which the Commission of the European Communities has stated that guarantees an appropiate protection level.
At least in Poland - according to local law - in order to legally transfer personal data to other EU country (and also to any third party in Poland) we should:
1. Have a formal document of registration personal database in the relevant office of protection of personal data from the owner of piwiki instalation and be ready to show it our Inspector General for the Protection of Personal Data if demanded 2. Have a policy of privacy published and got the agreement of any person we want to use their data (ie. pop-up window or flash banner asking for agreement)
Bear in mind also, that vast majority of people will visit our page attracted by centralnotice banner from Wikimedia projects, so we should also follow WMF privacy regulations...
Of course you can take a risk - and do it illegaly...

This shows the legislations difference between different countries. I guess that if you stored the pageviews yourselves, you would still need to register it locally (1) and have the privacy policy (2).
I'm not convinced that the page views count as personal data, though.
You are free not to store the stats, obviously. That way there will be no legal problem at all :)
Speaking as a completely naive person who is outside of most of these protection zones (I live in India), would it be out of the question to just host a piwik installation on labs?

Yes. 1) labs is on the US so there would be much more issues for EU chapters than the existing piwik install. 2) It would be against labs terms of use [1]

What kind of management is needed ?
If it is just update Piwik to the last version, I think I can find a couple of hours to do it, provided you give me the access to the server/database (to make a backup) and a superadmin access to the Piwik installation (to make the actual update)
I already do this for WMFr's piwik installation, so no problem.
If it is to add new sites to monitor and accounts, I'm OK too.

As for Tomasz' remarks: I'm not a lawyer, but lets keep it simple. You should definitely follow the law. If you feel that you can't follow the law if you use this setup, please don't use it. It is a service to local teams we offer, we have no intention of forcing it :) Thanks for making people aware they have to follow their own law of course, it is indeed something they should look into for themselves. As the laws are always quite country specific (even within Europe), there is little advantage to discussing them in detail here.
I hope that after the update we can provide piwik codes for all countries that have a website, and that we can set up the necessary accounts for those that want it.

You'll get an account per country with access to view data collected from that country's site. The data will primarily be used by the individual country's site staff.
I think data collected is pretty much as much as they can get. referer, bounce time, IP, pages visited, etc.
It's stored in Europe on the servers of a European chapter. (swiss?)
So, of course the chapter itself (where the data is stored) will have access. Plus (I think) a small # of others e.g. global WLM organizers.
Hopefully that's all accurate (someone please confirm or refute :) ) but I guess you want more details anyway.
