My time settings preferences (under "Preferences" => "Date and

allow me to see that [[File:Schloss ChillonIMG 1668.jpg]] was uploaded

the images were uploaded even later.

You are right. WLM-CH 2012 ended at 20120930215959 UTC. The other 10
photos were uploaded after the deadline, and were thus not eligible.
As we used a smart template, the WLM template automatically stopped
being added after the deadline.
In this case, he seems to have done four batches of 2, 3, 6 and 1 photos
respectively, but only the first one was in time.
Detecting uploads intended for WLM which miss the template is
interesting, but not simple. Perhaps we should begin by watching files
uploaded with an ID template but no WLM one. However, inexperienced
people missing the WLM template are also unlikely to properly add the
relevant monument-id template.
