Right. I only noticed missing the WLM template in some experienced users with the upload
form they are more used to.

Detecting uploads intended for WLM which miss the template is
interesting, but not simple. Perhaps we should begin by watching files
uploaded with an ID template but no WLM one. However, inexperienced
people missing the WLM template are also unlikely to properly add the
relevant monument-id template.
