During our meeting in Amsterdam on Thursday, December 1, we have identified some areas that would definitely seek an improvement next year (more information to come very soon, so stay tuned).
One of those things was task management: we are looking for a good, convenient way to divide tasks, set (inside) deadlines and manage tasks that will need to be done when preparing Wiki Loves Monuments 2012.
An obvious idea was to find an on-line tool that deals with task management: unfortunately, I haven't been able to find a free (as in a beer, not necessarily as in freedom) tool that would suits our needs.
Our requirements for the tool (except those obvious ones) are as follows: * it has to be free (US$0); * it has to be able to set dependencies; * it should allow the users to use their own accounts; * it should allow the users to set&change a task owner; * it should be as accessible (mobile versions) as possible. * it has to be in English :-))
This week, I've went through a huge amount of on-line task management tools and the one that suits our needs the most is: http://todo.ly/. You can login to a temporary account I've created with my e-mail address (see above) and the password: TryThisAccount!

Well the older version of OTRS are a bit clunky, but the newer versions are pretty good. anyway, they are open source, and we can make them better. what version are you using of otrs? mike

Based on the input of some people:
* It is great if it is open source. With equal situations, we would definitely choose open source. However, it is no hard requirement for this specific tool - it is for internal use only. * It should be installable. I for one wouldn't know how to handle stuff that need to be built on top of drupal. If someone can set it up for us and is willing to maintain - great. But that would have to come with the package - I would hate it if much energy would go into that. * Let me put a personal veto on OTRS ;-) Although I got used to it over time, it is indeed horrible, hard to get to know for new people and some people get spontaneous nightmares because of it. The problem is partially that people all know how horrible Wikimedia OTRS is, that they wouldn't touch the system even if we could set it up. * And of course, it has to be really easy to use. Not too many functions etc. * For languages: I prefer the thing to be in English for this specific purpose (international task management) but if local teams would like to use it too, that would be helpful of course.

You could use an issue tracker like mantisbt. It supports dependencies, multiple projects, watching issues, email alerts and is localised in many languages.

Redmine is prety good. We use it in Coalition for Open Education.
Its under GNU GPL. It fulfills all your requirement maybe except mobile version.
We (chapter) are using https://www.pivotaltracker.com/ for a while for task management. It satisfies most of requirements listed below. I didn't try http://todo.ly/ yet, so I don't know which is better or easier to use.

What about using Google Sites (sites.google.com)? There is a project-type site you can use to track tasks, upload documents, keep issue lists, and so forth. I believe it is still for free and can be shared with the whole world or kept private for a members list. Jane

I find its UI very pleasant but it seems oriented to a single user using it for its personal tasks on their servers. Several limitations, such as only allowing very short summaries, or projects amongst several users, are reserved for Pro users. Being single-user oriented, I don't see history features or authorship tracking either.
About the other versions mentioned:
The options seems too limited for collaborative tasks. Note that the published source code is the one of the desktop install.
OTRS
It's not suitable for tracking tasks.
This looks good. I saw many options non-related to our case, due to being based on drupal, but seems to have the needed features. There's no demo of it, I had to do a local install, although it wasn't complicated.
While others were too limited, this one seems too powerful. As it needs Ruby on rails, it's probably not easily installable.
Also a bug tracker with many optins, but simpler. <s>Looks easy to install.</s> It *is* easy to install. We should apply some cosmetic changes to hide fields like "Steps to reproduce" intended for bug reports.
As those two are generic bug trackers, let me also add bugzilla. Its main benefit is that some people may already be familiar with it due to its interaction with https://bugzilla.wikimedia.org/

I reviewed the source, there was also server code there, in javascript.

On this subject, I have used http://basecamphq.com/, it is not open source but pretty good.
there is also http://ushahidi.com/ which can be misused as tracker.
One more thing, about OTRS, why cannot it be used for task tracking? I use it at work for that purpose.
