I agree, Switzerland, for instance, will announce the winner during the ceremony of 30th November even if the selection is finished and the final winners are already selected.

In general this time is also good to check the final eligibility of any photo in order to avoid any further problem with the winners (mainly to check that there are not legal issues connected with these photos).
