Our jury announced their short-list of 181 pictures, and users are invited to vote for their favorite ones among them. Voting is open for all accounts registered before 2011-10-01, and lasts from 2011-10-25 09:30 to 2011-11-01 00:00 UTC. Users can vote for as many pictures as they want; however, only one vote from one person will be counted. The gallery is shuffled on every page load.
We don't aim to make it an international voting, but if anybody has a desire to participate he can do it.

I consider it a formal submission if the jury results have been posted on this list and the images have been marked with the template. I will collect them then myself and submit that to the jury. I assume that we don't need a much more formal way than that?

In any case they jury will not receive any order in the submissions, so it is an option to submit the nominees without releasing who's first, second etc. If anyone has a problem with submitting the nominees in public, please just send me a direct email and we will figure out a way.

This is OK - as far as we are sure, that all local coordinatiors reads this e-mails list. I just want to avoid the situation when a pictures won't be submitted due to not knowing the rules and deadlines by local coordinator.
Yes, I am indeed assuming that every country coordinator reads this list - that was the purpose of it being set up, and that has been communicated several times :) If one or two countries are missing on the last day, I probably will start poking some people though ;-)
