We do need a non-public way (directly to the jury), because some countries will have their results before 31 october, but not yet published because of a later scheduled award ceremony.

I consider it a formal submission if the jury results have been posted on this list and the images have been marked with the template. I will collect them then myself and submit that to the jury. I assume that we don't need a much more formal way than that?

submission of local contests to the European level?
