in 2011 and 2012 we contacted the winners with a private wikimail. I recently had the honor to do this for an other competition (WikiLovesPublicArt in Austria) and had to find out that there is a new spam-protection on commons that only allows to send 5 mails and than my user was blocked to send wikimails for hours. Since (at least in Austria) we also had prices for more than the top 10, it would take weeks to contact them all. I think we need an alternative way to contact the winners or a way to send more wikimails - which in my eyes is the best way to contact users that are new to commons and don't look at their discussion page...

thanks for flagging this. As a practical thought, is this also valid for admins (probably not). Otherwise you could either ask an admin to do it for you, or ask temporary admin status.

There is hard limit on sending e–mails set at 20 messages per day (5 for non–autoconfirmed users); administrators are exempted from that limit (via the 'noratelimit' user right).
There are three ways to solve that problem that come to my mind right now: (1) you can ask an admin to send the e–mails for you, (2) you can ask a bureaucrat to grant you the 'bot' flag, (3) you can ask a steward to grant you the 'accountcreator' flag.
Asking for temporary adminship just to send a couple of e–mails is way too much hassle.

so there is an 'easy' work around and we don't have to think about changing the rules of wlm - all I wanted to read :-)
