OMG has it not exists for ages? Invitation to the Russian part in ruwiki's forum was ages ago. BTW, we shall not forget our nice Wikijunior --Base

Well, no it wasn't opened in English before, partly because of Simple English Wikipedia (we had to think on our position related to SEWP, especially as long as we had the project to be a WM sister project) And there is still other "big" languages that have virtually no encyclopedic wiki for children (German especially). The Russian Vikidia does not have a real community yet, I hope we'll achieve that.
By the way, the first and present users of http://en.vikidia.org mostly come from the other Vikidia and from Wikikids.nl (which is not possible in a a less widely learned language as Russian).
