We had a short discussion today, it is great that you want to move the Nepali Wikisource forward! A good first step would be to evaluate how many members would be interested and then decide if it is necessary to create a subdomain or if you prefer to expand the Nepali section on the multilingual wikisource (probably better for the start-up): https://wikisource.org/wiki/Category:%E0%A4%A8%E0%A5%87%E0%A4%AA%E0%A4%BE%E0...
Asaf recommended creating a page about "How to start a new Wikisource", similar to this one created for Wikipedia https://meta.wikimedia.org/wiki/Help:How_to_start_a_new_Wikipedia
I think that could be helpful and I will try to write a draft as soon as I have some free time. Or if somebody wants to start it, then be bold :)

I really hope that the international Wikisource Community can help you with that.
I know that some users of the Esperanto User Group were thinking about asking for a grant for a project involving the creation of an Esperanto Wikisource. I think it would be awesome if we coordinated somehow: if someone present a project on "how to start a new wikisource", collecting templates and ideas and workflows from all Wikisources, and then implement one case study with one particular brand new wikisource. I really hope somebody will do a project like that :-)
Me and Micru can offer suggestions with the Individual Engagement Project, if needed.
