Its a test wiki to testwiki used to test extensions unlike the test.wiki this one is running on a copy of the English Wikibooks database.
Currently there are 4 extensions there, you could read more on http://en.labs.wikimedia.org

It's more than just that. "Wikimedia Labs" is a set of testing wikis like that: * http://en.labs.wikimedia.org * http://de.labs.wikimedia.org * http://flaggedrevs.labs.wikimedia.org * http://liquidthreads.labs.wikimedia.org * http://readerfeedback.labs.wikimedia.org
They all serve different purposes, usually different extensions.
